Higher Talent is conducting the search for the Chief Human Resources Officer / HR Director for the Constitutional Tax Collector, Serving Palm Beach County. Reporting directly to Tax Collector Anne Gannon and serving on the Senior Leadership Team, this leader will connect HR strategy with dependable day-to-day service.

The opportunity calls for a leader who takes ownership, follows through and exercises sound judgment and discretion. The successful candidate will build trust with employees, develop the HR team and advise senior leaders while remaining directly involved in recruiting, employee relations, benefits and core HR operations.

KEY RESPONSIBILITIES
- Lead the HR department with clear goals, accountability and performance expectations.
- Develop and implement plans for talent acquisition, compensation, benefits, employee engagement, development and succession planning.
- Advise the Tax Collector and senior leadership on workforce planning and organizational issues.
- Strengthen reliable HR workflows, employee service and confidential handling of sensitive matters.
- Use data, benchmarks and HR metrics to improve decisions and outcomes.
- Partner with training leadership on employee and leader development; manage the HR department budget.

QUALIFICATIONS
- Master's degree in Human Resource Management, Organizational Development or a closely related field from an accredited college or university.
- At least 15 years of progressively responsible HR experience, including at least five years of HR leadership experience.
- Government knowledge and experience.
- SPHR certification preferred.

We welcome accomplished directors and deputy or assistant HR leaders whose responsibilities and experience meet the requirements. Higher education HR experience may be relevant when accompanied by the required government knowledge and experience.

LOCATION AND WORK ARRANGEMENT
This position requires in-person attendance in West Palm Beach. Florida-based candidates and qualified candidates willing to relocate are welcome. This is not a remote or hybrid role. Employees may be required to report in specified emergency circumstances.
