Location:                 100 Australian Avenue, WPB

Hours:                    8:00 A.M. to 5:00 P.M., Monday – Friday

                              THIS IS AN AT-WILL POSITION.

 

Our Human Resources Department is seeking an employee/labor relations professional to lead our Employee Relations Section and to join a forward-thinking staff dedicated to continual process improvement and program development for both management and the employees of Palm Beach County.

 

KEY RESPONSIBILITIES

The Employee Relations Supervisor serves as an advisor and partner to leadership and staff throughout the County. Reporting to the Division Director, this position supervises programs that promote consistency in the application of County procedures, bargaining unit contracts, and applicable labor laws and policies. Primary responsibilities include:

 

  • Supervisory Support & Conflict Resolution: Assist departmental management at all levels in addressing complex employee issues, including performance, discipline, leaves of absence, and policy interpretation.
  • Grievance & Adverse Action Review: Conduct grievance meetings and pre-termination conferences and review adverse supervisory actions to ensure compliance with due process and internal equity.
  • Personnel Leadership: Plan, assign, and review work of staff. Develop the Employee Relations team to maximize professional growth of personnel.
  • Labor Relations: Assist in interpreting collective bargaining agreements; participate in labor contract negotiations; advise supervisors on contract administration and employee rights.
  • Training & Supervisory Development: Create and deliver training programs on performance management, disciplinary procedures, grievance handling, labor relations, and other critical employee relations topics.
  • Performance Management Strategy: Develop and monitor performance review systems to encourage accountability, recognition, and employee growth.

 

QUALIFICATIONS

This position requires qualified applicants to possess one of the following:

 

  • A Bachelor's Degree in Public/Business Administration, Human Resources Management or related field and a minimum of three (3) years of professional human resources experience, including both one (1) year of experience in employee/labor relations and one (1) year of experience in directing, leading, or coordinating the work of others, or
  • An unrelated Bachelor’s Degree and a minimum of four (4) years of professional human resources experience, including both one (1) year of experience in employee/labor relations and one (1) year of experience in directing, leading, or coordinating the work of others, or
  • An Associate’s Degree in Public/Business Administration, Human Resources Management, Industrial/Labor Relations or related field and a minimum of five (5) years of professional human resources experience, including both one (1) year of experience in employee/labor relations and one (1) year of experience in directing, leading, or coordinating the work of others, or
  • Graduation from high school or an equivalent recognized certification and a minimum of seven (7) years of professional human resources experience, including both one (1) year of experience in employee/labor relations and one (1) year of experience in directing, leading, or coordinating the work of others.

 

PREFERRED QUALIFICATIONS

Preferred candidates will have experience working with unions in a labor relations capacity, interpreting bargaining unit contracts, and investigating/resolving union grievances. Other preferences include a related Master's Degree and certifications within the field of Employee Relations – i.e., Society for Human Resources Management (SHRM), Florida Public Employee Labor Relations Association (FPELRA), Florida Certified Labor Relations Professional (FCLRP), and/or National Public Employee Labor Relations Association (NPELRA) Certified Labor Relations Professional (CLRP).
